Rasthin's built a device that would harness the power of the Wellspring, attuning an individual to one of the runic elements, granting them power beyond reasoning without any of the pesky limitations of godhood. Selfishly, she hoarded this power for herself and her allies; using what gifts were granted her to manipulate, control or destroy her enemies.
When Kuldra broke free of her chains and rose up against her dragonkin masters, Rasthin refused to allow the queen to gain access to the power of the Wellspring and turned her device into a weapon. In one great act of defiance, her device exploded and tore the region apart, shattering it into floating islands in defiance of the laws of gravity. The damage is felt across all of Ashenfall, but none so intensely as here.
Now, Kuldra has made this place her palace. She sits on the remnants of Rasthin's technology and works to transform it into a weapon that threatens all of Gielinor. If she is not stopped, she will unleash shockwaves of pure anima that will rip the mainlands into fractured islands, just like the ones she calls home.
None will survive the process.
