Gather Rune Essence and craft Runes to level this skill. 28 perks from level 1 to 99.
How to train it
Runecrafting is two jobs: mining rune essence and attuning it at an altar. Each level adds 0.6% to the attunement phase, 58.8% longer by 99, and the levels unlock the spells, which is the reason to train it. The rune order is fixed by level: air from 1, astral from 3, earth from 15, fire from 25, nature from 38 and law from 50, so from 50 onward you craft law runes and nothing else matters.
For the essence, treat it like Mining: a good pickaxe, Rocksplosion on every cooldown (it breaks essence rocks too), the 
Amulet of Glory for +25% damage to the rocks or the 
Unholy Symbol for +15%, one piece of mage armour for the stamina regeneration delay, 
Leggings Of Lightness for the weight, a 
Glazed Pumpkin Sandwich or 
Meat Twist Sandwich for Foreman's Feast, and vault cores, essence and stone in your pack to drop lodestones between the nodes. The essence geysers and rocks are mapped under Runecrafting on the runecrafting page.
For the attuning, wear the 
Inspiring Ring of Runecrafting (+5%), eat for Knowledgable Nourishment (+10%, 
Wild Pie, 
Forager's Sandwich or 
Sweet Veg Ball) and drink a Focused Runecrafting potion (+30% at the top), and attune 50 essence at a time with a perfect attunement every time. Under those conditions a batch of 50 pays about 3,750 XP and 500 law runes, and 50 to 99 is roughly 13,000 essence; without boosts it's about 2,500 XP a batch and 19,000 essence. Runes to Rune Essence at level 61 hands back 40% of a rune as essence and its upgrade at 81 hands back 60%, which on paper cuts the bill to 5,600 or 8,500 essence, though the spell's returns are inconsistent right now, so plan on the full figure.
